Not just Japanese popular music.
English lyrics have spread across the globe, and I have no clue why. Especially in English dominated genres, such as rock, jazz, and rap/reggae.
The only country that I know of where music is generally kept in the local language most of the time is France, but French law requires it's radio stations to play only a certain percent in foreign languages (Toubon Law), which means that most music the French hear on the radio (which, believe it or not, is still the main source for music all across Europe for public broadcasting of music) will be predominantly French.
I have no real clue why, but it is rather strange to flip through the radio stations and only hear English songs with some of the local language in between.
