The difference is that Tien is a minor character with a voice that's easier to mimic. Goku is DB and his voice is more identifiable than Tien. Don't forget that Masako Nozawa also voices Gohan who is arguably the 2nd or 3rd most popular character in the franchise, and Goten.

Tien was already replaced in Kai in 2009 as Suzuoki died in 2006. When Daisuki Gouri died in 2010 (almost right after he recorded his new lines for King Cold), they immediately found a replacement for Mr. Satan. They probably will find a new Bulma as soon as possible, but this is a replacement that's going to be under close fan scrutiny.
