It's just as Mahmut said, the Doge wasn't aware of the Empire's ruthlessness. He expected the Empire to just annex Phoinike while allowing the crystal trade to continue unfettered, and thus didn't really want to mess up Venedik's relationship with the Empire if the Empire were to gain control over Phoinike, by rushing to Phoinike's defense while still fulfilling his obligation of dispatching reinforcements if Phoinike was to be attacked by just 'not arriving' on time. Whether the Empire or Phoinike was in charge, it didn't matter too much. What he didn't expect was that the Empire would have Phoinike's Magistratos executed. Which is probably the main reason why he sought out to further relations with Turkiye and have an ally on standby just in case Venedik were to befall the same fate as Phoinike.

I wish they had a Turkish proofreader for this, there's a lot of nonsense mistakes when you go Turkish->Japanese romanization->English. The CR subs keep changing the way they translate and manage to get worse at each episode.
For example Mujher makes no sense, correctly it's Mücevher which means Gem/jewel. Also I don't know why they changed Altun to Altu in translation, Altın means Gold in Turkish so their original translation was more correct.
But I guess mangaka is at fault too with wrong romanizations. For example the letter Ğ has nothing to do with G, The name Zağanos has no G, Ğ just lengthens the vowel before like the dash thing in katakana.
Torqye pashalu is the the weirdest thing they are doing though, use Türkiye paşalığı if you are going for using turkish words, but they should've just used Turkiye Stratocracy like they did in early episodes.
