A black hole doesn't radiate so much as suck things in. I thought you meant that "due to it's lack of mass it's running out of fuel sooner and will increase in size, thus making the earth hotter as it gets larger and closer and IT'S radiation thus increases hitting the planet.
I figure shielding the center of the rotating planet keeps the most important part safe from the increased radiation, also increasing with something like a giant microwave radio emitting machine at the poles would make that apple core shaped protective frequency we already have around the planet stronger if we gave a higher 'volume' by matching it's frequency. If the vibrating ionosphere is 'loud' enough it dissipates more uv rays and stuff. That'd not protect the pols though as the lights at the top and bottom are because the apple core shape doesn't really protect the poles that well. Also, the radio emissions would be probably giving everyone cancer from those areas as you'd ideally put your radio towers there to try to increase the tenacity of the ionosphere. Also, space travel would be probably ruined, but already is. Why even leave? Even if the sun swallowed us up as a red giant that's only 500 degrees Fahrenheit. We can live in domes. Cold? Just use our nuclear reactors.
Aside from the ionosphere thing, not that that can even work, shielding only part of the planet will still allow it to have weather, unless the atmosphere is so bad off at the top and bottom that the atmosphere is being slowly stripped. Still, that gives time to make the giant vivariums we can live in.
I'd think the sun can't die all that fast. What are the odds that a mobile black hole not only passes it by but actually eats the sun? It's more likely that it won't increase radiation at all, won't eat the sun at all, merely pulls in some light really slowly (as it effects time they do) and then leaves us in a really bad ice age. Again, just turn on the heat. Why care?
Maybe black holes really do have some sort of harmful emission. I figured they merely sucked things in, time even, LIGHT even, ergo the world would be getting colder not hotter. Here's an equally childish idea to protect it from radiation do the opposite, make a really big magnifying glass in outer space! Or many! Or, temporarily STOP the ionosphere from it's functions so it blocks less radiation! It's easier to break the thing than increase it's efficiency anyway!
