As young as that is, your claim that it's female is not trustworthy. It may as well be called a 'five year old boy in makeup'.
The genes are weird though. The large caucasian eyes but black hair with a square chin is rare. AND the eyes seem to be blue. Who has black hair, is pale, and blue eyes? Rare genetically from my experience. Perhaps the hair is dyed though. The chin almost looks like it is cleft, of which is also rare. Hard to tell depending on the angle.
But, I cannot claim that your non-pubescent image of a human is female as male puberty would not have changed the features to the point of looking either sex yet. Males change more, but I have on reason to meander on about how neoteny is what makes females look female, but, a male without having more masculine traits basically is generally a male that has not gone through puberty yet. So you can't tell what sex it is.
So, I'll assume because this is a chan site and you posted "this IS a girl DESU" that it's a five through 8 year old boy that has makeup on and probably has dyed hair. Also, his father has a cleft chin possibly.
