Actually it's because hard drives are cheap, You can stuff in all the data you want as well as the changing times. Just look at how big PC games are these days compared to back then, it applies to arcade games too.
Arcade games traditionally tend to be smaller because the games of back then used to use surface mounted ROMs which were prohibitively expensive and offered small amounts of space but had the benefit of instantaneous loading and top notch reliability which is desirable in an arcade environment. Now that they're based on PCs with standard hard drives they have the benefit of being able to stuff it with as much data as they want, at the cost of slower loading speeds and higher failure rates.

If I had to hazard a guess I'd say uncompressed audio is the culprit as it usually is.
