Honestly, it's pretty shit. I think most people who have smoked it agree that it's one of the worst ways to trip that there is. Unlike LSD, psilocybin, peyote, or what have you, there's not really an inherent "upper" effect that will alleviate how fucking scary it can be to have everything so abstracted. And having it wear off after 20-30 minutes at most is pretty weak.
That being said, if going outside of the law is too much of a risk for your situation and you're 100% confident in your mental fortitude, it's the only legal psychedelic here in USA. Sort of true. Around the world indigenous cultures brewed alcohol with all sorts of different herbs prior to the rise of hopped beers, mugwort is just one of them. Mugwort was particularly popular in ancient Britain among other places IIRC. Hops were also used in times past, but they were not always preferred due to their sedative effects. Some other popular herbs used in fermented beverages included yarrow, juniper, elderflower, ground ivy & hundreds of others.
There's some evidence that the Reinheitsgebot was at least in part influenced by Protestant ideals about altered states - you see at the time the Catholic church had the run on selling these psychoactive ales brewed with proprietary herb mixtures (gruit ale) and were making a killing on selling the stuff.
