Only Vince and inc know. The reason they seemingly will never turn him heel could be because of merch/wanting him to be the next Cena, but it would be crazy if it was a long term plan. According to Kurt Angle on the latest Talk is Jericho, Vince wanted to push Angle down the throats of fans with the intention of pissing the fans off with the intention of using this to turn him heel. If this is the case with Roman, they're sure taking their sweet time.

As for why Roman isn't a heel… he is. 'The crowd turned him heel' is a fairly accurate statement. His recent booking (most notably retiring The Undertaker) is not meant to make him a positive figure in the eyes of the fans, that's for sure. They fucked up Roman's babyface push and have deliberately kept booking him the same way to ensure the big negative reactions keep coming.

Roman isn't a traditional heel, but he is a heel nonetheless. The new brand of heel is a babyface wrestler. No adult male likes a wrestler who's the face of the company. This is why Cena gets half the crowd chanting "Let's go Cena" and the other half "Cena sucks". The fans only started hating Cena more because of The Rock. The only reason fans hate Roman was because of the fact that he was chosen to win Royal Rumble 2015 over Daniel Bryan, it pissed off a lot of Daniel Bryan fans. So naturally they would hate Roman Reigns. It wasn't like that before a year earlier when they cheered for Roman over Batista at Royal Rumble 2014. The WWE simply wanted to push Roman to main event status because of Royal Rumble 2014. They wanted to build more main eventers/stars to replace John Cena. Obviously it was a stupid decision, seeing as how Daniel Bryan was still the most popular wrestler on the roster. Funny thing is if you go to a Raw event, YOU ARE PAYING TO BOO ROMAN REIGNS. I had such a thought before but I don't bolieve it's fully true, that statement may only apply to the likes of Roman or Cena. Fans of today may be the real bad guys. People have complained about them a lot and are very true with it. If I were to put myself in a wrestler's shoes and to go out to face thousands of these morons, I keep thinking that I'd lash out and tell them all those true points about them being annoying bastards that ruin the show. Used to be that heels weren't even allowed to do amazing moves and would wrestle with more boring styles so the fans wouldn't get impressed to the point of saying "fuck, how can I boo this man, he's killing himself to win this match/impress me". You saw that with AJ Styles. Crowds refused to boo him because the fucker does springboard 450 splashes through fucking tables. They refuse to boo Wyatt because the fucker is too damned charismatic.
WWE still tries to do old heel/face dynamics in a time where everybody knows it doesn't work anymore, rather than adapting shit to the times. The old dynamics, simply put, are dead in an age where everybody's a smark.

No, he really isn't. For example I'd rather have him feuding with Brock over the belt than having Braun beat him up. Because feuding with Brock he could act as a cocky son of a bitch out for the title and it would keep blurring the lines. I will say this, that "promo" in the night after mania was pretty sweet. You could realistically make the argument that was a heel promo, plus keeping it short and to the point is what made Roman good in the Shield. That and allowing him to actually do insane in ring shit instead of making him do the same damned bullshit every week so as to reduce the risk of injury and allow him to be on the program constantly for max merchandise sells (same as they did with Cena)

At least I got that.
