Harold Wilson was a British Labour Prime Minister in the 1970s. He was under constant pressure from the US to provide British troops to help in Vietnam. Wilson (because he was lowkey anti-imperialist, he saw how shit of a conflict it was, and that it was unpopular among the british public). This is from a campaign meeting he made, just talking about the plans for spending. He says everything is accounted for with taxes and costs: some heckles him saying "What about [spending for a war in] Vietnam?", he replies "We have no plans for expenditure in Vietnam": clearly and distinctly signaling he will not take Britain into the conflict while he is leader.
