I wouldn't look too much into it. Sega has been dead silent about a bunch of their games, and they're notorious for under-supporting and slacking on advertising for anything less than what they deem as a sure-fire hit. If anything, if you intend to actually buy it rather than pirate for a Switch emulator, then keep a chunk of cash reserved for it. I could easily see them completely misjudging demand and under-producing cartridges. If you don't jump on it right away, it could end up being only available on Amazon for 2~3x retail price.
Remember that Future Tone never even got a physical western release. Also, the Uptight Morality Brigade got Sega to censor out her pantsu, so you might just want to pirate on principle.
