Vidya though is considered somewhere in between each, so the Powers That Be just arbitrarily choose depending on which interpretation they can grab the most coin from whom.
Either videogames must be considered an art form, and in that case there is absolutely no reason why they can't depict even the most horrific, lewd or controversial topics, be it for parody or done straight, or they must be considered a product, therefore they're required to oblige to certain moral regulations, but should be protected from a ton of other scammy practices (digital games that you can't own or resell, no right to mod or repair, extended support after product is dead, no "surprise" pay2win bullshit etc.)
