Does any one else ever wish that they could explore the background set pieces in racing games and other games? I sure do. I use to wonder and fantasize about getting off my jet ski in Wave Race and just playing around on the beach, swimming in the water, and exploring the town/fortress/etc.
Are there any games that actually let you do something like this? What about mods?

you could argue some open world racing games allow you to explore like FUEL for example
