Funny story actually. Since I don't have a PC right now and not for probably a large amount of time, I went to goodwill and bought a PS2 with a copy of Burnout 3 and a PSP with a copy of Burnout Legends, just because the fun of it. It's all i been playing for the last couple of months and it's great because before that i had so many games downloaded on my PC that i never could decide what to play.
Though i been craving to play Burning Rangers for some time now.

the same goes for Burnout Revenge and Dominator which are the better games, mainly revenge.
Alternate Route:
Burnout Legends is a remix of Burnout 3, pretty good added some notable stuff like cop cars and some more multiplayer-oriented features but you're playing on the PSP(2000, 3000 gets you TV OUT)/PSVita(via backwards compatibility) or using PPSSPP.

PCSX2 is probably your best bet, CXBXR can sorta boot the game but it's not in a playable state, although that might change in the near future.
Latest dev versions of PCSX2 should have the game be mostly fine even on the HW renderer (OGL one at the very least dunno abouyt the D3D11 one) donwside is you need a good fucking PC to handle that (think desktop haswell i5/i7 Ryzen anything or better with a 980 or better if OGL and something like a 580 if D3D11) SW mode will need an even bigger CPU to handle that full speed think something like a Ryzen 1600 should do the trick.
IIRC the fix for the black sky is booting in SW mode then switching back to HW mode mid game via F9
Otherwise if you've got literally nothing get an XBOX, mod yourself a good component cable from the compohit cable and an x360 component cable or buy one if you're lazy, there's a new HDMI cable that is lag free for abut 50 bucks if you absolutely need HDMI, sofmod your shit, switch the console to NTSC 480p or more and enjoy yourself some burnout.

The difference is that the Xbox port has music play on a per scene basis. Menus will play one song while in game it will switch to another and adjust volume depending on what happens in game.
