No, Dragon's Dogma doesn't really have a strong modding community. Just texture packs to make the graphics seem less shit and maybe some stuff that changes damage values.

There's good mods for quality of life, textures, etc. But nothing too big like new quests, areas, etc.
There is one that makes things stay difficult the whole game, but I can't remember the name.

i replayed it 17 times and found new stuff each time and i dont regret it at all it was fun and i only used grapics mods to make it look better once or twice

Apparently the World Difficulty mod is kinda like OOO was for TES4: Oblivion, but I've not tried it yet. Actually using more than one mod at a time with this game seems like a pain in the ass.

What is the proper timing for warrior's indomitable lash in this game? Should I release it when the first bar fills up and the character flashes, or the second flash? Or while the second bar is still filling up?

You've got multiple levels of the skill, so it depends on how powerful a hit you're going for. Every time your character flashes, that's the right release time for that level of power.
