Like other people have mentioned. It's a really good game, let alone the absolute best JRPG on that console. I am legitimately surprised that more games haven't been inspired by Phantasy Star 4.

A great action game, and it's two-player. But you've likely already heard of it or played it, since it has been ported to so many platforms. If not, play it alone or play it with a friend, both are good options.
>Light Crusader
I had one hell of a great time playing that as a kid. I'll probably replay it soon. If you play it, don't be one of those faggots who looks at guides. You'll have a great time experimenting with magic and exploring and solving puzzles. I haven't played it since the 90s, but I still remember the music.
If I had to pick my 3 favorite Sega Genesis games, it'd be these. There are a few other really good games, like Shining Force II, or other games in the thread, and I'd say some of those games are really close to unseating some of those 3 games, but these are my 3 favorite Sega Genesis games.

Musha Aleste is a great shmup where a cute girl, Elinore, pilots a big mech. It has a great option system those little cannons that follow you, similar to funnels in gundam which have different modes, like shooting in a given direction or breaking formation to chase enemies by themselves.
Daiginjou is a sequel to the previous Battle Mania, a shmup with a focus on random jap humour with two cute and feisty girls, Mania and Maria. Gameplay wise it's way better than the first game, but you could play both.
Super Shinobi II is one of the best 2d ninja games ever made.
Golden Axe III is fun.
Monster World IV is better than III, but it doesn't render the previous game obsolete. If you end up finishing it and wanting for more, go play III.

Incidentally, the three games were at development almost at the same time, with Vampire Killer Bloodlines, fuck you and Rondo being considered each a separate gaiden to the main Dracula series.
The franchise didn't have a proper direction until IGA went full autism with it, which was a pretty good move and fuck everyone who says otherwise.
CV64 and Legacy of Darkness are the best Castlevania games

I imagine it's viewed less favorably because it was released in an era where beat 'em ups were very common releases. Trying to discuss your favorite beat 'em up from the 90s is like trying to discuss your favorite first person shooter from the 2000s. Cyborg Justice isn't bad, but it hardly stands out from the other beat 'em ups on the Sega.

Dude, what are you guys smoking? Name another beat'em up that lets you customize your moveset like Cyborg Justice does, that has combat half as deep (hell, most beat'em ups from that era didn't even let you BLOCK) AND has a versus mode just for kicks.
The graphics and sound might not be that great, but I think the overall gameplay ranks it above most other entries in the genre for the system.

All of the Sonic games for the Genesis are pretty good. Even Sonic 1 holds up pretty well, in spite of its age and slower pace.
Hell, I'll even recommend Sonic 3D. A lot of people hate it, but that's only because it doesn't really play like a normal Sonic game. Judged on its own merits, it really is a great game.
Platformers that I can recommend:
Rocket Knight Adventures
Sparkster / Rocket Knight Adventures 2
Bubble & Squeak
Vectorman, too, but that one has already been mentioned several times.
Vectorman 2 doesn't entirely measure up to the original, but it's still well worth playing.
The Disney-themed games for the Genesis are generally good, too:
Alladin (fun, easy and colourful)
Jungle Book (ditto)
The Lion King (fun, colourful and hard as balls)
Quackshot (oldschool Donald Duck stuff)
Maui Mallard (edgy 90s Donald Duck stuff)
Some turn-based strategy games I can recommend:
Warsong
Gemfire (has a slice of economic management and diplomacy as well)
Beat-'m-ups worth mentioning:
Splatterhouse 2 (the gameplay isn't all that great, but the 80s horror movie-style gore and monsters are just hilarious)
Splatterhouse 3 (much better gameplay than its predecessor)
Classics like the Golden Axe and Streets of Rage series have already been mentioned.
And there's also some decent shoot-'m-ups:
BioHazard Battle (one of the very best 16-bit shmups IMO)
Insector X
Zero Wing (yeah I know, this is where the "all your base"-meme came from - but it's a pretty solid shooter, with both good level designs and pretty impressive bosses)
