Some of that is because 8kun has its share of teething issues even as it's now at least keeping consistent uptime. Posting is a bit wonky and the DDoS checking is really irritating for keeping track of threads so that's partly why it's slower. Also the only time it made actual sense to recover users was ones who have some degree of presence since they could be tracked down usually without needing to advertise on places that will just attract slime.

I agree there's a peak for quality. It really depends on what you want though. I for one enjoy autistically detailed rants and arguments and there's a certain speed where that no longer occurs. I would state that the board is rather slow in this state but there's not even a point in advertising the place until it's stable. Once it is, maintain quality and culture and good posters should come.
