Neither, really. It's just another place to download it and keep it up to date. Free software going on Steam is extremely uninteresting unless they start charging for it.

Not sketchy at all. RetroArch isn't just an emulation API, but a full platform abstraction. It's mostly used for emulators, but multiple non-emulation cores exist, and it's pretty easy to program an original game targeting the API instead of native system windowing and IO. That's probably what they're talking about, given that platform-specific APIs are a particular pain point when it comes to porting games these days. They'd probably provide a special Steam frontend to hide the RetroArch crap and use the steam controller settings out of the box (or however Steam works; I haven't used Steam in about a decade).

Dumping ROMs you own is legal, downloading dumps of ROMs you own from others who also own those ROMs is also legal, backing up and modifying ROMs is legal, distributing patchers for ROMs is also legal. This is also why GNU's language regarding static linking is nonsensical, unenforcible bullshit.

That is actually the entire point of LibRetro, to make it easier for people to write frontends, freeing emulator/game/etc/ authors from the burden of writing their own frontend tailored to every imaginable use case. RetroArch was originally designed as a demonstrative showpiece for the LibRetro API, so that numerous LibRetro frontends would proliferate and differentiate, not so that everyone and their dog would have to jam the square RetroArch peg into their round application hole.

Yeah before they released the VR room for Sega Genesis/Megadrive classics on steam, the roms were all obfuscated in a way that would need to get run through the included emulator, technically before the tool came out like, a year after the thing came out on steam, you essentially had to use the included emulator, but now if you own a genesis game on steam you just get a rom you can do whatever the fuck you want to with.

Retroarch is fantastic if you have the no-intro ROMset. It means most of the configurations are done for you, the frontend takes care of most shit to ensure all your ROMs just werk, and consolidating 20 different emulators into a series of cores is a fantastic idea.
However, if you don't have a standard ROMset, and even have unusual ROMs from only a small handful of consoles, I can see why people would rather just download individual emus and configure shit themselves. Retroarch is just a convenient turnkey solution if you have a standard full ROMset

Commercialization of emulators only works for very large companies reselling old games on new hardware. If you aren't a big company that owns all the kikey-rights then you're going to be put through endless/baseless litigation from the big companies. I think it's convenient the way you can have consistent hotkeys and filters across all games, without having to learn the weird intricacies of each emulator only to find out you can't do really bare-bones basic shit like disable the bilinear filter and play it in an automatically integer-scaled window. I don't really get how anons have trouble setting it up, you just scan your games and go. SGB support is kinda retarded though, it works but it feels like a weird hack.
That being said, I really don't understand what the point of running it through steam is. What benefit is there in that? If you just want to access it through big picture mode, you could already do that.
