Immediate appearance is the issue. Turns out most players are not going to do autistic comparisons of in game models to determine the size of Tifas tits. If on first glance the tits appear small, then to the mind of the public the tits are small, and therefore, square has effectively betrayed the image of Tifa old FF7 fans had. New players would not have cared if she had enormous boobs, old players would definitely have disliked Tifa having smaller boobs. They only stood to lose by making the change, and they did it anyway.
