Wouldn't recommend the model 3, it can't be used with a Sega CD, the model 2 is pretty much guaranteed to have an issue with the power supply connector being loose so the console will only turn on if you bend the cable, this is easily fixed with some simple soldering though, the model 2 is the most likely the one you are gonna find in most places.
If you really want to put some money down on a console though the Mega SG is definitely the way to play genesis carts on a HDTV. It's a fpga genesis clone the supports hdmi.

Actually, PAL's not so bad. For one the composite quality is heads and shoulders above NTSC with zero rainbow artifacting, arguably making it the best way to play MD games, what with all the dithering and what-not. Plus later games made use of the larger resolution and optimised the audio so games would look identical from (if not, better than) their NTSC counterparts.

60Hz was also just a compromise and was shit for some instances like power translation, which needed lower frequencies, thats why they also build 25Hz generators (for example the niagara falls generator).
42Hz was the lower limit for lights so that no flickering was noticeable.
50Hz is historicaly grown because the hydroplant at Rheinfelden used a 50Hz generator and the corporation (AEG) that build that one got a shitton of follow up gigs.
Then it got codified that they have to use 25Hz or 50Hz and the Rest ist regulation history.
Also 50 is in the Renard-Series. 60 is not.

But… Genesis had FM and SNES did not, so there were sounds the SNES just couldn't make that were killer if the programmers knew what they were doing. Genesis also had a completely independent CPU just for doing sound.
Genesis had faster game action due to being an actual 16-bit machine and not an 8-bit console with 16-bit parts like the SNES, but honestly they both had their strengths. You couldn't play Link to the Past on the Genesis and you couldn't play Sonic on the SNES.
It really was a golden age of game consoles. Now every console is the same shit. They're all lesser-born PCs without keyboards or mice.
