NCR is the faction with corrupt, exploitable bureaucracy, feminism and tons of young people that can be sent off to kill and be killed for your cause. House doesn't suit at all, because while he's a schemer, he's competent and he genuinely wants to (and is capable of) help. Legion is obviously a complete mismatch unless you do it solely to betray them. But you'd be trying to roleplay as someone pretending to be a perfect saint while causing horrible problems for everyone. A horrible saint doesn't murder people or accidentally get them killed, that's for your subjects. Yes Man doesn't fit because anarchy isn't what you want. You want lots and lots of layers of convenient scapegoats when something bad happens, like the NCR's bureaucracy.

Legion troops are trained to live off the land, and to seize whatever they conquer, again mainland territories are prosperous and you have no problems unless you're a drug smuggler or another flavor of a nigger.

Legion beat 86 tribes at Larping and other settlements they have were annexed peacefully
