Are you declaring wars late in the game? They have steeper warmongering penalties because the world is (supposedly) more "enlightened" and so it would frown on declaring wars for petty reasons. (I think declaring a Liberation War doesn't generate warmongering score, for example).

Also, if you ocupy a city during war but trade it back during peace negotiations, I think your warmongering penalties are mostly offset.

Think the difference between the aftermath of the Austro-Prussian War of 1866 (Bismarck stops Germany from annexing Austrian territory, ensuring that Austria would still be willing to ally with them in the future) and the Franco-Prussian War of 1871 (Germany annexes Alsace-Lorraine despite Bismarck's opposition to it, generating grievances that made sure Germany would have to fight France again in the future).

Just play Civ 5 with the Vox Populi mod. Every system is better, the AIs care less if you conquer something when they like you or hate the guy you fight though they are not stupid enough to sit idly by as you get stronger and stronger unless they're far too weak to do anything about this, and even then you should expect them to vote for your sanctions. They try to win and will hinder you if you present a danger.

You can tell AIs not to settle near you or to stop spying, but I think that is the case with regular Civ 5 too. They just don't always care or they just break the promise if they feel they gain from this. Just don't fucking expect you can come in to Vox Populi with the same difficulty you've played at on vanilla Brave New World, AI will probably rape your sorry gayfag ass. It can outplay inexperienced faggots who don't understand the new or adjusted systems introduced in the mod.

Last time I played, I managed to conquer one Russian city during early game to serve as base of operations against Japan - only, when I finally managed to build enough boats and troops to take on the yellow menace (and their Defensive Pact with the mighty Shoshone had finally expired), the japamen were producing so many replacement units, I never managed to even achieve my first objective (liberate a city-state they'd conquered a thousand of years before)… and then the entire world (minus Russia) decided it was a good time to declare war on me.

That's weird, because I was playing Civ4 last night and enemy AIs were able to happily raze my towns with no consequences. In fact, the other civs basically ran a train on me. I wasn't even that powerful, I was behind China and Aztec basically the whole game.

They actually ceded it to France out of spite, but Napoleon III had a secret agreement with the Prussians to cede it back to Italy.

But my point was that Germany didn't annex too much Austrian territory besides some provinces (like Schleswig/Holstein, don't remember which one was the Austrian one). The generals wanted to march to Vienna but Bismarck halted them (even threatened to resign, I think) because he absolutely needed Austria to be on Prussia's side when the had to inevitably fight France. The parallel was with you waging war on Civ VI and, instead of annexing your enemy's cities, ceding them back to them during peace negotiations, which will mostly offset the warmongering penalties you acquired for occupying them, which is similar to what happens in the real world.

That would interact very well with the Loyalty system (internal strife reduces Loyalty to 0, owner has to do something quick to regain their loyalty or city will rebel in 10 turns).

But even that can be offset if you don't go overboard. I recently played a game with Indonesia and managed to ally every other civilization in the game, despite eliminating Norway during the Classical era and Egypt during the Late Medieval era (and even raxing 2 of their cities). It just took some bribing to offset the diplomatic penalties for a while. And one of my allies was Australia, which explicitly has a diplomatic penalty for conquering other civs.

Honestly Revolution's quick play is refreshing. Just got done with a nine-hour game of Civ4 where I got screwed late-game because when it came time to discover aluminum, uranium and coal, the game saw fit to spawn these resources in everyone else's territory. If that kind of shit is going to happen I'd rather find out about it before dumping seven hours into a play.

I looked at the list of changes of that mod and thought to myself that a lot of it was retarded. Then I found acken's minimalist balance mod, thought what it did was awesome, and played it for 500 hours. Weakens ranged units, buffs melee units, weakens cities (among other changes). It basically means the game doesn't revolve having 3-4 high level archers shooting cities to death while being out of retaliatory range.

You remove a lot of your warmonger penalty if you free a city. Get Shaka to declare war on you > take a bunch of his cities > free cities Shaka took from some bitch civ like Netherlands or some shit > take his capital > demand peace with city states > liberate city states. You'll end the war with no warmonger penalty, make Netherlands happy, Shaka your bitch, and get free city state allies.

Judging it on piecemeal changes isn't going to make much sense since it plays nothing like vanilla. Personally my problem with it is that its attempt at genuine 4X autism makes the tedium of dealing with the typical Civ 5 crap (one-unit tiles with horrible pathing, unavoidable alerts, performance issues) even more of a drag than normal. Having to do all this busywork AND actually pay attention and strategize gets tiring after a while.

I was almost able to use culture to steal one of Shaka's coal mines. Could have beaten him in a war but then Saladin would have won the space race.

In CivRev, culture flips are crazy fast. In Civ 4 I watch the AI's influence on a tile (far from his capital) drop 1% every turn.

Why no mention of Test of Time which allows multiple worlds, has multiple scenarios and a few other improvements over Civ 2? I played it recently and it has some neat features, it's biggest drawbacks are it's limited 7 teams per game, and it's ai being full of shit, they will trade all the tech they have between eachother at any opportunity so in spite of being ahead of everyone by a whole age and having all but 1 wonder everyone ended up ahead of me and outproducing on wonders late game, and the ai is extremely aggressive and all will declare war at every opportunity. There's also fun things like any government with a senate can overturn your decision making, so I had 1 enemy nuke one of my cities, then contact me to declare peace and then when I told them to fuck off my senate met behind my back to sign a peace treaty leaving me with a nuked major city

Civ VI has a bunch of neat features but a lot of it feels poorly handled, I think you could rip a few neat things from it to make a superior game.

you can kind of do that with Cities in Civ 5, just place a city on a square be 2 water tiles and viola your ship can just sail through the city. It can only be done on an 1 tile land bridge between 2 pools of water but hey details.

I recently went back and played Civ V last week–I have about 2200 hours in it, and 700 in VI. I only have the first expansion for VI, but basically vanilla VI starts out as the complete edition of V, and Rise and Fall adds a lot of really nice features. Gathering storm or whatever the new expansion is adds a few cool things but it's $40–even people who like it say it's not worth the money. VI has much, much, much better diplomacy than V, though by now mods might have fixed V. It's still not quite as good as IV, and V has the best map generation still (a continents map in VI tends to be two, round land-blobs with no interesting coastlines, or islands, and the oceans are like five tiles wide), but I think VI has the least bullshit, making it the most roleplay-friendly imo.

Just fucking play Civ 4 or Civ 3 if you actually want a good game nigger
