Maybe some of those 3D Spider-Man games that are set in New York. Or perhaps Asscreed 2 for a decent recreation of Venice. The Batman Arkham games like City are also fun to fly around in.

Probably the last 3 gta games (5, 4, and San Andreas). 3 and Vice City have aged so poorly, they're not fun to play anymore.

vice city = the simple moving mechanics while running, jumping and simultaneously shooting makes it really fun to play + driving a car, spinning it like a bayblade and exiting it like nothing happend while the car is still spinning is also something that gets me to laugh, so they are still fun to play

I enjoyed playing infra up until my copy crashed 2/3rds of the way in. You mostly explore abandoned areas adjacent to the city such as old dams and waterways. You take pictures of broken infrastructure so you have a reason to explore around. It's a source engine game, so the puzzles aren't really too difficult. comfy walking simulator

Saints Row 2 has an enormous amount of interior locations you can explore. Some of which were mission specific but others are completely isolated. All of the mission specific areas are explorable right from the start of the game.

One of my dream games is a full urban exploration game, with good movement, climbing, parkour etc. It goes years back when I watched an episode of Bear Grylls where he did urban survival in some deserted Eastern European city.

Not an open-world, but try Thief 1 and 2. Much of those games is about exploring shit in a city, and stealing while at it. They're really comfy, and have amazing fan missions which might be what you're looking for. Here's one example.

unironically ubishit. yeah, they re-use the open world formula in almost every game, but least give the world enough polish. watchdogs was better than expected, especially for just cruising around at night collecting shit (downgrade is real tho, but mods fix it).

divison 1/2 look even better and the first one is cheap enough for a simple play-through to take in derelict manhattan in winter. 2 has some even nicer shit for exploration but is in weird state so might wanna wait till it drops to a single digit price (in case they never fix it)
