Both of those are preferable to taking a character with a pre-defined look, personality and gameplay and throwing that all out the window because the team wants to make something new but still wants to ride off of brand recognition to get sales.

That's more an issue of companies replace what people like about the old games with their new stuff. Tank control, fixed camera angle games can still coexist with the modern Resident Evil games but Capcom is too stupid to realize that.

Zelda II is an example of example one and Ion Maiden would be perfect example of the later if they didn't turn Shelly into a CY++++ bull dike.

Both can be done well, but you can't please everyone. As a dev, you should make what you want and an audience will come. If you're done with a series and people want more, you can explicitly allow fan works like ZUN or just let people create spiritual successors instead. If you want to make a spinoff, go for it. If you don't want to make a series out of a game you made and want to make a similar game of a different "IP" instead, that's fine. If you want to make rehashes, there's people that like the consistency as long as your games are good and not running low on new ideas.

I think the main problem is big devs or publishers chasing the most money which can lead to killing shit off prematurely to take things in a different direction, instead of having artistic integrity and focusing on making good games first and foremost.

Always better to try something new. Using the same formula but with a new coat of paint is boring. If the game's mechanical design is just tweaked to be better but largely identical, it's just a rehash. If they actually try new things while retaining the basic ideas of the original, it will always be a better effort.

It really depends on the series. I can't really put it well in words, so I'm going to give a couple of examples

For the former example, I'd like such a game for the Mortal Kombat series. Something like Shaolin monks, for example.

For the latter, such a game for either Ninja Gaiden or Shinobi iteration.
