Well, that game is memed as one of the worst things SNKP did when had the Playmore attached to its name and didn't have a digital release. Unless you mean XIII and that game goes on sale on Steam and GoG regularly for pennies. But it's far from being my favorite

Debatable the best alongside 2002 but the game OP mentions is the Ultimate Match "remake" that added few more characters from KOF'95, '96 and '97 (Eiji, Kasumi, Geese, Krauser, Mr. Big and the bosses Goenitz and Orochi), variations of previous characters and HUGE change on its battle system. It wasn't really that well received by veterans because of said system changes I can go more in depth in Japan and didn't get an bootleg arcade release in Latin America so it's hard to compare its popularity with the original version that you can find in many cheap bars alongside a hacked version of 2002.
Take in note that the PS2 release is an unbalance mess so SNK released an updated version (KOF98UMFE) later ported to Steam and GoG but without the PS2 additions like 3D stages and color edit mode but the netcode it's far from being the best one when you can play the original '98 for free with better online on Fightcade.
2002 is a bit more complicated story since the vanilla version is loved by latin americans even though it's broken to its core while Japan and the few USA players likes the updated Unlimited Match release that didn't change its system as drastically as 98UM. China loves '97 and '98.
Me, personally, would rank KOFs as '98>XIV>98UMFE>XI>2002UM>2002>XIII I just think XIII changed too much and the roster, like said above, is too "safe" and limited. XIV is the best for beginners for its input leniency and is the slowest one in movement.

My PS3 slim nowadays is basically a youtube and Netflix machine since my old non-smart LCD TV still works fine in my room. Never had any problem with the Youtube app except once few years ago but they updated shortly.
