What games can create some either accidental or engineered horror without actually being horror games? I think that The Sims qualify with its bizarre bugs and also the ability to reshape the environment and townspeople into a surreal nightmare.

Wasn't there that glitch in Mount and Blade that replaced the skybox with one of the character's face? That's pretty horrifying.

Play arcade games OP. You wanna know what terror looks like? Imagine you've just spend ~30 minutes on one credit and the game suddenly gets tougher and you're not sure you can win now. The tension in "horror" games is highly overrated considering in every single one of them you can continue infinitely with little repercussions. 30 minutes of intense concentration is how you build up massive, crushing levels of tension.

That's the infamous "I love you" monster from the Amiga version. In the SNES version it was given a simpler sprite and the voice was replaced with moans

This is why the original Resident Evil games were so successful. They kept save rooms very far apart and also limited saves with ink ribbons to prevent cheesing by autistically running back to a save point every time you made a little bit of progress like a pussy. Putting a feature like quick saves in a Horror game should be punishable by death.

You're the only male in an isolated japanese street consisting of a house, a traditional japanese house and a rich house that just consisted of a hallway and a bedroom.
the street leads to an empty school, an empty shrine with a sexret sacrificial altar, a beach and a city area with no one around, but you still hear nothing.
your only company are "dolls", which are girls of your own creation. They can act somewhat human and communicate with you and sometimes talk to eachother, but have an uncanny feeling to them as they are made to only please you.

It gained notice in a "What the fuck am I fighting?" thread that was asking for the weirdest and either outright horrifying or just plain weird foes in games. Someone dropped that in like a nuke and the thread just honed in on it before it eventually was made into a banner.
On another note, World of Goo is just fucking horrifying. Dystopian, dirty, and on the edge of death. What starts as a neat little physics game eventually rolls into a horror show.
