Evil Genius if you want a more strategy/management approach to crime, sending minions out, designing deathtraps in your superbase, kidnapping secret agents, etc.
Alpha Protocol, while a secret agent game, gives you a lot of those 'break in, murder people, steal shit' vibes with actual good dialogue and RPG everything.
Dishonored 1 or 2, again, has a lot of those stealth/combat/stealing mechanics if you're looking for broader 'crime' games.
Styx: Master of Shadows, first one, is very long and a bit drawn out but almost identical to the Thief series in concept. Be a goblin sneaking through one giant city getting loot and completing objectives. Styx 2 is trash, ignore it.
Invisible Inc is Xcom-like combat but with secret agents and infiltration operatives. Find a location, break in, steal shit, assassinate, get intel, escape. Omerta City of Gangsters is another xcom-like game but more focused on pure crime.
Just Cause 2 isn't really crime/stealth, more 'terrorism simulator' where you parachute into a town, blow fucking everything up, topple radio towers, steal a tank and drive off into the sunset.
Kingdom Come: Deliverance has a lot of potential to break if you play as a thief/burglar, quite a few towns to fuck with and stealth is safer than open combat if you're shit at the system.
Monaco is a low-graphics overhead tactical-ish stealth burglary game where you have to break in to offices, banks, etc, disable alarms get the loot and get out.
PAYDAY 1 or 2, obviously, if you're interested in team shenanigans or have actual friends who will cooperate.
This War of Mine is about refugees surviving 30-40 days by building shit in a safehouse, recruiting survivors, then by night going out to forage and loot other buildings. Not as much 'crime' again, but lots of stealth, a very fragile thief/character, and having to loot and ransack locations with minimal combat or sheer avoiding of all other targets unless you can get the drop on them.
