There's actually a much better game with playable Tony - Scarface: The World Is Yours. I like the fact that it actually has some interesting mechanics related to dealing drugs (both retail and wholesale) and laundering money. The gunplay is a bit janky but still satisfying, especially the assault rifles.

I played it on release. Melee combat was tight, but driving and shooting were somewhat lackluster, not to mention the overly segmented city. The storyline was good, but I recall there wasn't much to do outside of missions.

Played both of them as well, heavily enjoyed the first one.
Still, all those games focus primarily on action rather than the more cerebral aspects of criminal lifestyle. I'm curious if there are any games that put the emphasis on actually building and running a criminal empire - dealing with cops, loan sharks, competing criminals, managing your resources, etc.
