Because guest characters are the easiest to implement in vidya in a convenient way, especially fighting games. They are also a really easy way to "expand your audience" without really coming up with something new or interesting. This is like the core philosophy of smash bros.

It can be used in the attempt to predict things, but it is used to determine familiarity with a particular item, so can be used when experimenting with marketing approaches, and the public figure scores (they take these scores even for celebrity names and sports figures) are used for selecting celebrities for advertisements. It is also used as an argument for bargaining when properties are traded, such as the sale of Marvel to Disney and other ones that have to estimate not just the capital and liquid worth of the company but also its viability. Sale is always for a profit.
When business happens with these things, you have to have ways of measuring effects in real-number levels, otherwise you're just guessing (which some companies obviously do. DC and WB guess, Marvel doesn't. It may not all be quality, but it sure does fucking sell).

One legal downside with crossovers is when the IP contract expires. Capcom letting Atlus use Dante in SMT3 was cool, but it was only for a limited time. Later rereleases of SMT had to replace Dante with Raidou (a character that Atlus owns) because Atlus couldn't include Dante (Capcom's property) anymore.
The same deal happened with the Ape Escape minigames in MGS3. It was cool to see Sony let Konami use their IP and watch Snake go catching Pipo Monkeys. But when the contract expired, later rereleases of MGS3 had to cut out the minigames altogether.
And then there's Smash Bros. Did you think it was cheap for Nintendo bring back Snake, Sonic (Brawl) and Cloud, Mega Man, Ryu (Sm4sh) back into Ultimate? No, I guarantee you that it was fucking expensive to get the rights owners (Konami, Sega, Square Enix, Capcom) let Nintendo use them again.
Point being, these IP crossovers aren't always cheap. This is why rereleases prefer to cut out or replace any content that used another company's IP. It's much cheaper than renegotiating another contract to keep on using property that isn't yours.

Sakurai said the hardest part of developing Smash Ultimate was getting all the rights holders to allow him to bring everyone back. It sounded like a real clusterfuck when he was talking about it. But I guess Nintendo is strong enough in the industry to throw its weight around and allow the usage, relative to that version of Smash, for almost-perpetuity.

Actual Tekken players fucking hate the DLCs because they play nothing like the original characters (Akuma for example constantly jumps around in a game where jumping was almost exclusively limited to side switching in the highest skill level, Geese can't do air combo without a bar, Noctis is the most retarded character in the game where anyone can get to Green dan in a day etc) but apparently Geese was printing money so devs love it.

Honestly, probably. Nintendo and Sega have been in a generally healthy relationship with each other, given the 3 Wii-U exclusive game deal, all the Olympics games, 3DS being the preferred platform for Sonic vs the Vita, and even a Zelda level + costume for Lost World.

Bayonetta 2 had some pretty neat alt costumes for its introduction to the WiiU. The alt costumes had Link, Peach, Daisy, Star Fox, and Samus. Technically Bowser had a cameo as wearing the Peach or Daisy costume gave Bayonetta's Wicked Weave and alt skin.

Kind of wish an SNK fighting game would be able to get Yuri Volte Hyuga as a guest. I mean, they don't own the series he's from, but they have (or at least had) enough relation with Aruze and Sacnoth to warrant one of the wolves in Covenant be a shout out to Terry Bogard. Snake's trap-based moveset is and was wholly unique at the time of its implementation
Mega Man's entirely projectile-based moveset is unique in the roster
The style of Ryu's (and Ken's) inputs reflecting the light/medium/hard attacks of Street Fighter as well as the EX attacks is unique in the roster
Pac-Man's up+B is one of the most unique in the series
I'll grant that Sonic is exceptionally bland and I have no educated opinion on Bayo, Cloud, Simon, or Trevor because I skipped over season 2 of SSB4's DLC (because all the characters suck) as well as Ultimate (because I don't have a Switch and won't until there's a hardware revision). I'd say Smash third-parties are a mixed bag, but to deny the fidelity that went into Snake, Megaman, Ryu, and Pac-Man is ridiculous. More effort went into them than some Nintendo first-party characters such as Little Mac, who is functionally just Ike, but faster, worthless in air, and with a K.O. punch (I'll give Sakurai some credit for that one because it is a legitimately novel implementation of a Super Punch-Out!! mechanic in Smash). I have seriously seen far more creative ideas for Little Mac than Sakurai actually bothered to implement, though and it's not like it's a particularly neglected character.
I think a lot of autists like us really like the idea of Smash being a celebration of Nintendo, but at the end of the day, they're just trying to make the best game that they can without making it all about the company that's making the game.

Melee's movement is deep as fuck and extremely technical, but to say that is a perfect game hurts to read as a Game & Watch main, because the game is unbalanced as hell, half the cast has basically no chances against top tier characters at top levels and there's broken shit like wobbling that has to be banned.
Ultimate isn't as deep, but it's miles better than Tr4sh, much more balanced that Melee, and has so much character variety it's overwhelming.
