The garbage truck was removed a long time ago. It's also much harder to grief players outside of your mission now as they no longer take collision damage from terrain that you push them into.
The golden days of APB were under RTW, and under G1 before the 1.5 patch dropped.

I remember specifically that I played for a bit when they had collision damage disabled. You could still push players if both of you were in vehicles. This was annoying enough (garbage truck has the highest mass) but there was also a bug where vehicles would instantly explode if you crushed them against terrain in the right way. So yeah I was able to abuse that to kill players in missions.
