When Ico came out in 2001 because it created the base model which most true "experience" driven games follow, for example Journey, RiME or Vane. Even Detroit: Become Human has more "entertainment" because it's all cutscenes, even if bad ones. This is what art games just are, if you don't like the genre don't play them. I personally don't have any problem with them, although I'm constantly disappointed how AAA games don't take cues from them in regards to scene creation - for example things like weather effects.
Now if you mean multiplayer games, that happened the moment all MP games shipped with voice chat and thus became normalfag hangout zones and not games.

But those were the first games I recall to really get people talking about games in regards to narrative and art and atmosphere first - and mechanics as an after thought. We're just now reaching the point where gameplay has become so marginalized that it's effectively being pushed out, and developers are openly admitting that the "experience" and social messages are more important than gameplay.

The japs do fucking have restrictions on this. All professional Sumo Wrestlers must be a part of "stable" (think regional football teams) to compete. To be honest this is not a completely busted way of thinking, video games can be made to envoke certain feelings and emotions first and foremost in the player, the problem is that today video games are made by pretentious hacks and not actual creators. Video games were better as "experiences" when they were trying to be entertaining than they are now. If you think about it, some of the greatest narratives, and emotion-wrenching scenes came from games that were still FUN to play through.
