Yes you can, but its a kludgy way of doing it.
Go into favourite image editor and open your image. Create and save your desired image in each resolution of your screen using the resize (assuming you have windows .
For example save your 2560x1440 image, 1600x900 and 1920x1080.
Then create an image with each of your the image resolutions from left to right or down as the case may be. The image you make must exactly match your screen arrangement and you stack each scaled image in the right position.
Then once the image is saved, set the background as Tile, and add your image. Any other setting and windows will try to shrink the image to fit your screen. Assuming you're using Windows.
