You are CPU limited with the 860k. You are running DDR 800 on a board that doesn't list support for it. Your RX 480 may be underclocked. Buy some DDR3 1866 or 2133 RAM, and use a tool like MSI afterburner to set clock and memory speed manually. Core clock is what is listed for your card, memory clock would be 1/4 what is listed. If 7000, set to 1750 for example. As for the temp, get a better cooler or clean and reapply thermal paste. Find a better game to test with and make sure you are running at or above benchmarks.
