It's rare and apparently can happen if you've got spare livestock and no designated food. For example you've zoned the animals away from the fighting so they can't access their kibble but can't hunt either. It's some mechanic related to their wildness introduced in b19 when he also dicked with training decay.

Almost exclusively Rimjobworld. Works with alien races as well if you fuck with the load order enough. The mod also provides an alternative recruitment method: you can, again literally, fuck someone into submission until they break. And with the hospitality mod it even allows you to turn a bit of profit renting them out.
