I still think Daggerfall has one of the best OSTs of the Elder Scrolls games. Morrowind is its own thing entirely and Skyrim/Oblivion are both copied from Peter Jackson's LoTR trilogy. Daggerfall is the one that really nails the old-school fantasy setting while remaining mysterious. Its a shame Daggerfall never got a source release like all of its contemporaries.

Off the top of my head games with genuinely enjoyable soundtracks are:
Age of Mythology - (Mellow Instrumental)
Caves of Qud - (Ambient)
Towerclimb - (Varies, kind of reminds me of Runescape's OST)
I can't think of many others that drew my attention away from the game towards the music. For example I like Quake's OST and it fits the game perfectly but doesn't really have a wow factor.

To be fair, they kinda half-assed the Hydrocity in Sonic Mania. I'm not sure if it's possible to improve the Hydrocity Act 2 theme (which they didn't, it is just a straight-up music from Sonic 3), but at least they could've combined the level itself with Aquatic Ruin and Labyrinth Zone, kinda like how Flying Battery was combined with Flying Fortress.

Personally, my personal favorite game OSTs ever are from Ace Combat and Jet Set Radio, and I love them for completely different reasons. I love songs like Zero from AC0 just because of how effective it was at getting me pumped to play that final mission. On top of that I can only imagine the creativity it took to adapt fucking flamenco music to a air combat game. That is the last genre I would ever think to put in a game like this, but god damn does it work.

My love for Jet Set Radio, on the other hand, is more due to a certain "feeling" that the games have that can largely be attributed to the soundtrack, along with the art style. It's a feeling that's hard to describe, but I really feel like games have strayed further and further from it over time. The best way I could describe it is as "groovy fun". There are still a few games that have it, like Lethal League and Splatoon, but the number is dwindling.

Muramasa: The Demon Blade has one of the best OSTs I've heard in a while. The mix between Western orchestral pieces and traditional Japanese music and the more frantic secondary pieces that accompany battles really help solidify what's already an amazing game visually and mechanically into almost a religious experience or something.
