That image was just based off bad designs: Poor general composition of a character, too basic or similar to existing animal, too cliche (shaped like Pokeball), design too distorted (Pokemon carrying real objects making them appear inseparable from the Pokemon itself), design simply bad (trashbag Pokemon).
A good rule of thumb is, if you think it wouldn't look good as a standalone poster child for the Pokemon series, then it's not a good Pokemon.

The sandcastle is one of the few gimmick designs that actually works. It's well-designed, follows sound and reasonable design rules, and has an evolution that follows in logic. One could argue it fits with the new lighthearted Sun and Moon style and overall with the easy-going Pokemon theme.
