They actually did do that with one of their DLC for 4. One of the robot parts in Automatron, the sentry bot treads, broke the AI's pathfinding and animations. They either couldn't fix it, or didn't feel like trying. So they just jacked up the part's stats and added a warning to it that the robot would have trouble maneuvering. They couldn't fix a bug so they tried playing it off as a feature and a balance choice.

The real reason they're doing it is because of microtransactions

In order to sell a game on Steam, Valve takes a 30% cut of sales. Then on top of that they want a cut of DLC. You can see it if you go to GTA5's store page, you must buy from Steam in order to buy Shark Cards. This is why they're selling the game on their own storefront. The bulk of microtransaction sales will be in the first year of release til the fanbase drops. And Bethesda most likely knows this. So what they're banking on is the whales that'll buy Fallout regardless will buy all the microtransactions then drop the game, and once they release an sdk/private servers a year out and microtransaction sales die then they'll get a bigger influx of players later. All so they don't have to give Valve a cut.

It's an actual technical thing. The engine has issues with scripts causing memory leaks. This results in savegames in Skyrim for instance eventually becoming corrupted and unplayable. My guess is that this problem is even worse because of the netcode and all the shit involved with multiplayer and that if they let people play for more than 4 hours the game wold become literally actually unplayable.

To be fair, the US in the Fallout universe is so nationalistic that those songs may have simply been considered Canon in the country, like folk songs from every other country that are hundreds of years old but still performed and sung today.
