Yeah but it was at least balanced around it. Bad fov made hard-scoping or looking around in places you shouldn't dangerous, and aim assist wears off at different ranges per weapon which means you need to scope with precision weapons at anything farther the close-mid. Game is designed less around twitch aiming and more focused on positioning. Halo was nicknamed FPSchess for a reason.
