In north America there were only 36 games total and only 10 of them were exclusives to the 32x. In Europe it wasn't even worse with only 27 games total and 2 exclusives. It's not hard to see why it failed so horribly

It had no reason to exist. The Saturn launched in Japan the next day, and the PlayStation a week later. Anyone reading magazines at the time knew that and would be foolish not to wait for the real next gen consoles to come over.
The better question is who is to blame for its release? I've heard some people say it was Sega of America trying to take advantage of the Genesis's popularity there, and others say that SoA knew it was a bad idea but Sega of Japan forced them to do it, also knowing it would fail, because they were jealous of SoA's success and wanted to make them look bad.

Forgot to say, it would have been smarter for Sega to do what Nintendo did with the SuperFX and work on making the Sega Virtua Processor cheaper so they could sell more 3D Genesis games without having to get people to invest a console expansion.
