If they mean something like having CGs with text as part of the image, I'm pretty sure they could have just ripped the images out, translated the text, edited the images, and inserted them again. If it's something like vertically aligned text, then yeah, that's more a legit problem, and even prevents fan-translations since English doesn't work out nearly as well written that way. Part of why Sigma Harmonics is liable to never get so much as a patch.
That said, wasn't that during Capcom's heavy pro-western phase? As >>15570766 says, they probably were looking for an excuse, any that could be viable, to opt out of EX Troopers.
