Having a writer for a manga seems like a more collaborative, ongoing thing since those tend to be serialized. Both parties have to be invested for the best result, you're not getting someone external for a one and done thing.
Ontop of that, narration and stories for games is a completely different beast than for mangas, books or movies. The developer themselves would know best what works since it (ideally) ties into gameplay, and especially an indie wouldn't have the budget to hire an extra writer to do it for them. They're more than capable enough to do it themselves.

I've never written my own story before, but I'm doing so for my first large project. It's not even close to difficult or time consuming enough that I'd consider hiring someone else to do it for me, compared to hiring a coder, artist or musician. Anyone can write a story that's at least "good enough" if they actually tried.

There's a dissonance between the game itself and the story/dialogue on top of it.
Here's the facts:
1) Developer created this setting as a teenager, it's obviously personal. You can confirm this on their site and wiki for the game.
2) This game took 4 years as a crowdfund to make, but it began development even before the kickstarter, to at least 2011 afaik.
3) Jon McIntosh's social engineering company was contracted to write the story and dialogue.
Based on these facts, this is my theory:
The kickstarter money began to run out, and the game already showed a premise which appealed to tumblr senses (female protag, brown people, retro graphics). Jon McIntosh sees an opportunity so he steps in to offer his company's services on finishing the game, with the writing. This offer comes with a purse, the funding necessary to finish the game. The game gets pozzed in the Sarkeesian brand of scatterbrained.
This theory could explain the dissonance between the gameplay and the story, and why the story is such a mess at all. The game itself plays fine, everything moves terrific. The programming is too competent for your run-of-the-mill SJW game.
Screenshot is an example of the bad writing: It should be self-explanatory to anyone here used to picking out degeneration. There's too many pieces of the writing in the game that undermine the game's own story and the creator's setting.

As a note, I was a backer of the game for the game license reward tier. This was back in 2014 before #NeverTrump, so political bias wasn't obvious or even presented on kickstarter or the creator's online places. I got updates on the gameplay progress, but nothing made it clear that Silverstring was involved. This pozzed dialogue and story was out of left field for me, a surprise. Even the steam forum for the game can't bury the ire that backers had for what amounts to a surprise SJW reveal. I think if the devs were proud of affiliation with Silverstring, news about the cooperation would have surfaced in the years before the backer beta. This board really likes to stick it to SJW games, so if Timespinner is a surprise now, it indicates how hush or low key the game has been.

The art and music is good but everything else sucks. The map is 99% straight horizontal corridors scattered with enemies that make little to no effort to ever hurt you. Bosses can put up some challenge only up until you remember you can freeze time to avoid any attack. And even if combat mattered, the weapons are all sidegrades with slightly varying hitboxes so it doesn't matter what you use, except for the lightning one that's homing which is nice since you don't have to bother even aiming your attacks. The only useful reward for exploration is the orb upgrade item. You'll never use the crafting items because it's also all just sidegrades and any equipment you find is probably going to be worse than something you bought or got from an enemy. I'm pretty sure I even got the same trinket three times from different chests even though there are only two trinket slots.

my best bet is that the dev is pozed but still expected a minimum level of competency from profetional writters/poz injectors, he left silverstring media to write the poz but then he saw the end result and it was so poorly made, so in your face, so hamfisted that he had no choise but fix this mess while doing damage control after seeing how everyone rejected the poz
what worries me more is how nobody is pointing out how shit the level design is, they're all like "hurrdurr it'll be good without the poz" when that's clearly not the case, level design makes or breaks games and in Timespinner level design is absolute ass but everyone here just stiks to superfitial shit, like pixel art or animation
