that's some shitty new garbage that you kids are learning and you need to fucking unlearn it fast; these are corporate tactics to make you think the game isn't as polished as it's going to be when it finally "releases" but in reality you're playing a nearly complete beta release of a game.
Alpha is the primary stage of the game, it's where the game is a concept, it becomes numbers in a computer, code on a file, and text in folders. You flesh out how the engine works in the alpha, and late into the alpha you figure out how to implement assets into this abyss you've created; think of the alpha as buying a bunch of sand, some 4x4s, some nails, and a shovel. When you're done with the alpha you have your sandbox. Now what most AAA devs realized is that you can build a sandbox based on a real location, or make a very easy sandbox with a preexisting engine, and then they'll just shape it however they do, usually in very uninteresting ways, and put some characters in it. The true working man will turn that sand into a dungeon and a castle where they take the player to the depths and back again for the final showdown with their great rival.
This is the beta; you start to mess around with mechanics, physics get fine tuned, elements are added to the world, light, color, a sky, and all the fine details are added. The beta is where testing occurs
I repeat, you faggot, you cannot play an alpha, it's like saying you're playing command prompt. The beta is where bug testing occurs, because there are actual bugs to test
Not to say you can't have bugs with the base engine, but it's easier to fix things when the only variables are the engine and lines of code you write instead of models interacting with the edges of a map. The developer and the testers will then take the time to put things down in the world, feel it out, and then repeat this until the game is full of shit, and then further testing will be completed, such as checking the boundaries of every map, testing out every possible move along the edges of the world to see if you can dip out of the box, killing themselves in every possible way, seeing if enemies interact the way they need to, trying every method possible to kill an enemy to see if there are any flaws or techniques that may seem too overpowered, etc.
tl;dr Alpha will not have assets, beta has all assets.
