MGS in general is pretty great. Even the worst of the entries (that have Kojima attached at least) are a 3/5 game when compared to others in the related genre(s).
In the case of MGS2 it is somewhat fascinating in that it was hated when it first came out by those people who were big fans of MGS1.
Personally, I had played MGS1 briefly and at the time I was rather too young to get into it. A sneaking game? My gaming heroes don't sneak around!
When MGS2 came out I bought it pretty much on name-recognition alone and really enjoyed playing it and afterwards I got a pirated copy of MGS1 for the PC and played through that too. MGS3 was an instant buy for me and I still consider it a masterpiece not only in the series, or the genre, but in gaming itself.
But it's funny…MGS2, years later, would get a bunch of love and admiration from the same people who originally hated the thing.

PW sucked and V was half finished, despite having the best gameplay it suffers from a lot of missing content and concepts. Absolutely horrendous level design (in the plant section), woeful objectives (you spent most of the game disabling bombs or escorting), worst boss battles in the series (until V arrived), the AI is neat but at the same time pointless since you can cheese enemy alert state by changing rooms. Also near unplayable without radar because they placed the action too close to the character (in 1 & 3 (not subsistence) camera is placed way above PC). Also the constant interruptions every 5 steps, I know people complain about 4 being a movie but between the insanely long cutscenes you had generous portions of uninterrupted gameplay. I fucking hate the game, and I mean GAME.
