wash your dirty ass hands, rinse the scratched surface - you don't need to unleash the fucking nilo on it, a gentle stream is enough - and apply the detergent to the surface.
gently spread it using a circular motion through the entire surface a couple of times and rinse
those scratches are usually the work of dust settling on the micro fissures in the surface, this cleans most of it
if those are actually deep scratches then you're fucked, but i'd wager most of those can be removed

You can use a knife the scrape off any dirt. After that I recommend vinegar to get rid of any scum on the surface, remember to rub it good with an old shirt.

i used to have a machine of sorts back in the early and mid 2000s called something along the lines of a disk cleaner
basically it took some sort of special cleaning solution with a special cloth or something and it put it into a disk-shaped circle that'd be enclosed by another disk shape circle and then spun around slowly
that said, I dunno if that'd be good enough to clean that up

Some places still do disc repairs. This one can only be done with commercial tools, if at all, not the type of consumer garbage you'll find on amazon. Anyway it's just a PS1 CD, emulating would be far easier and cost effective.

I can't vouch for the JFJ but have seen it recommended before. At my job I use an EcoPro optical disc cleaner which uses a filling paste and water to restore scratched discs in a 30 second buffing cycle with two rotating pads. It works well but it's pretty expensive. You can usually tell if a disc is just too far gone based on the type of scratches, as well as even the type of game. Something like a game which takes up 70MB on a PS1 CD can be cracked on the edges and have zero issues. Speaking from experience.
Sometimes it's best to prime discs by having paste pre-applied from the test functions.

I can vouch for it; if done right you can repair about 90% of scratches, including OP's. Cracks in the disc or scratches that almost penetrate the entire disc aren't cleanable, as you pointed out, but OP's looks like someone took some rough grain sandpaper and slapped it over the disc. It could buffer out easily with a JFJ. Anyways, you're right. How's the EcoPro for cleaning discs? I haven't used that one before. I've used a number of knock-off $40 brand cleaners that were ass, but after I got the JFJ I was set and had no complaints.

It's a very nice and fairly low maintenance machine. Make sure if you ever do use one to clean it regularly as residue built up from CDs can wear the cosmetic make up on a disc. The pumps can get built up paste in them weakening their flow and the card system is very much money gouging but if you work in a professional environment like I do it's not really a major cost. I think my unit I'm using today is a bit out of shape so I'll likely be replacing it down the line. It's been in use for 3 years and has buffed over 36 hours.

Use neutral dish soap and an extra fine toothbrush, carefully brush in triangles and gently rinse and IMMEDIATELY dry. And it has to be triangles when you brush the disk.

Damn, professional cleaning tools got way smaller since I last worked at a game shop. We had one of those huge ass disk that looked more like a Wheatstone than a disk cleaner and had to put some semen-like paste on the disk or risk ruining it permanently. Last I worked in a game shop was 2006

Use brasso and wipe from the inside out in straight lines. The brasso strips a thin top layer of plastic off and can completely remove scratches. However you can't keep doing this and you need to be careful when you do it.

Dunno, ours looked like it came from the stone age and made an awful noise when it was in use. Hell, we kept it in the backroom the farthest away from customers possible in case they thought we were tearing it apart. Somehow only our boss managed to repair gamecube mini-cds on that thing. The owner would let no one else attempt this as he had to compensate customers a few times because the thing was not meant for them.
