GTA Underground is my favorite mod in progress - it's a concentrated effort to combine all the maps from the PS2 era as well as related games (Bullworth from Bully, Carcer City from Manhunt, Cottonmouth from MH2) plus original maps.

Whats the point of discussing GTA:SA mods? Pretty much everything is in the realm of texture, model or config changes.
Though one of the most interesting types of modding I thought was in the realm of environmental modding. I used to play on a roleplay server on SAMP and there would be player run factions with entire in-character histories, development and everything else. At some point someone got the idea of making graffiti texture packs that you could download for your game, and if you roleplayed around the faction you'd see gang graffiti everywhere. It was pretty cool, especially since there were often multiple iterations of the same pack as time progressed, with sometimes even the names of characters that have lived (and died) in game having been memorialized virtually.

That's true for all games. There's still plenty of total conversions (even if many are not finished yet). Besides those I also like those that bring back unused beta features (even whole missions) and fix graphical mistakes on vehicles (missing specular maps or trucks having 5 wheels, for instance).
