He's black, but he was originally going to be Chinese.

In game files found by dataminers he is referred to a "Mu Yi" rather than Herman Carter, and several of his addons were originally Chinese themed before being changed.

Finally, the original concept art for the Hospital depicted Chinese text on the signs.
