It's pretty impossible for them to enforce. The most that they'll tell you to do is not to advertise your game with their engine like UE4.

Both master and slave communicate effectively what role something will be playing in the program, commands are sent from a master and executed by a slave.

Puppet implies that it doesn't actually do anything, it just has actions acted upon it.

Godot is MIT-licensed. It's not possible for them to enforce that shit, and Godot is used without a ToS. FOSS engines can't pull the same shit as proprietary engines, because the license terms are specifically built with user freedom and protection in mind.
