There are still a few dedicated rom sites around. There are also a bunch of forums where file sharing links are given out and torrents. There are several different attempts to archive entire console libraries, such as the no-into collections.
I'm not encouraging any illegal behavior, but one could theoretically get a big harddrive, a decent download manager or torrent software, and just set it to bulk download every game you could ever conceive of wanting. Theoretically.

It's not very useful on emulators because only the us dsi bios was dumped and the others are needed for different regions not to bug out, and no dsi emulator is good enough even then (no$gba is only choice, and shitty even for base ds games). The real fun is when you inject these in a 3ds dsiware cia file (citra won't run it so real hardware)
either this (people frustrated with a 1gb, no 5gb of roms that won't work) or confusing this with normal ds games or dsi retal games (that was a thing) is making these so underappreciated.

The best method I'm familiar with is attaching them to images to be opened with 7z, like this image here with all the virtualboy roms. I've heard a lot about ipfs, but I'd have to actually get off my ass and learn how to use it, plus I've heard it broadcasts your IP. I could also use torrent, but it's also hard to torrent without broadcasting your IP. I don't trust Mega.
I could probably obscure them, using a randomized filename and encrypt the 7z, but I really don't want to attract attention if I can avoid it.
