The main reason that was the case in U1 was because the devs of the game made their levels mostly independently of each other. So the developer who made the temple map didn't make the one after that.
The developers clearly had a set of locations the player went through and assigned them to individual level designers but they didn't really get context behind why you were getting certain weapons. It doesn't help the game was going to have more weapons (like this quad barrelled shotgun) but were cut for time.

The swing glitch in GTA IV always had me in stitches. For those unfamiliar, you take a car to a playground and ram the swing with it until the swing launches you across the city at unimaginable speeds that wrecked the cars in unbelievable ways. Another favorite in the same game is taking a helicopter or a bike, getting to top speed and then jumping out into traffic. Nico will keep bouncing across the pavement like a ragdoll, even better if he somehow manages to survive.
GTA V sucked at this so I had to think up of another ridiculous way to keep me entertained. I tried to find a set of stairs or another high point, then in the middle of a jump I would push the dive button. The character would hit his head on concrete or go spinning out of control. I tried doing this infront of oncoming traffic, but it only managed to get a slight chuckle out of me as a character would bang his head bloody on someone's hood.
