This has always happened.
In the distant past games would often only sell for weeks and companies would pull very jewy tactics because of this. A good example is they'd put royalty clauses into the actor's contracts knowing the game will only be sold for less than a year and they won't have to pay them after that. And this biting the company in the ass decades later when they wanna re-release it.
This occurred most famously with Silent Hill 2 which is why they changed the voice acting with the remaster.

I actually see the 360 version quite a bit at stores around where I live. Demand is pretty low in general, and given the PC improvements, there's even less reason for people to spring for that one. Though, with the Steam version being taken down for whatever reason, I can see interest in the original going back up, even if it's subpar in comparison.
Still a bit odd the plans for a PS3 port fell through.

The mindset of games specifically being "in the now", or on the same tier as "toys", or deleting components after development to prevent them from being stolen or leaked doesn't help either. about the game is a weird mix between strategy and jrpg, which means it plays like an strategy game but controls like a jrpg, and while playing you should approach it as both while keeping a tab open on the wiki to explain you stuff like how battle ranks work and formation requirements. the game is by no means hard if you keep the story moving and try using your brain from time to time sadly the main story is just ok, but the world building is were it really shines so take a few detours from time to time, also no other game has captured the feeling of going adventuring with a bunch of mercenaries.

about the future It could go any number of ways really, given that no other SE game on steam has a similar notice it probably has something to do with licensing or a "remaster", I wouldn't hope for the later given that the PC version was the original remaster and still sold like shit, also the original team is working on the new saga game so at best a remaster would be the same game but now on consoles and maybe a new tittle screen or starting area and at worst they would dumb down the difficulty and tumblrize the whole cast of legit strong female characters (vid related)
