To my understanding that's just the way they work on a fundamental level. Instead of just teaming you up with people of your skill level it pits you against players who are far better or worse than you so you keep an even ratio of win/loss. Why this is so I don't know. Perhaps some misguided concept of "fairness" that braindead developers who can't be bothered just roll with?
Matchmaking is simply garbage even if devs put actual effort into it. In 1v1 scenarios it might be doable, but once you put 4/5 people on each team it goes completely out the window and it isn't rare to see people who are seriously bad in a ranking higher than where they really should be, or people who can play decently well get screwed over by getting teamed up with said bad players and/or facing a team that has one or two players who far outrank them, completely shifting the balance.
That's not even to speak of how pre-made groups with people of varying skill will throw a wrench into the matchmaking system altogether.
All of this wouldn't have been an issue if developers didn't suddenly drop the concept community servers and exclusively switching over to matchmaking.
It also completely ruins the sense of community in a game. People have no space to come together and have fun anymore. Instead it's always being placed with randos, playing the match, and moving on because the timer is running for the next match to start. This in turn changes all communication into cancerous interactions. Why bother doing anything else when you most likely won't be seeing your teammates again anyway.
Matchmaking is shit that became dominant because of the esport craze and games that use it exclusively are that much worse for it.
